Freedom of Information refers to a set of rules and procedures that govern the exercise of the right to access public (non-confidential) information produced by public entities, regardless of its source, form, or nature, promoting the principles of transparency and integrity.

General Data Request Process

The general data request process follows a structured workflow to handle requests efficiently and transparently according to best practices.

1. Fill the General Data Request Form

Fill in the request form with the required information, ensuring all fields related to the requester are completed, then submit the request.

2. Request Processing by the Data Management Office

The Data Management Office will review the request within a specified period (30 days) and take one of the following decisions:

Approval

The request is approved and access to information is granted fully or partially. The requester is notified electronically or in writing, and information is made available within 10 working days after payment.

Rejection

The request is rejected, and the requester is notified electronically or in writing within 10 working days, including the following information:

  • Clarification whether the rejection is full or partial.
  • Reasons for rejection, if applicable.
  • Right to appeal and how to exercise this right.

Extension

If the request cannot be fulfilled within the specified time, an extension is issued including the following:

  • Notification of the new expected completion date.
  • Reasons for the delay.
  • Right to appeal and how to exercise this right.

Availability

The requester is informed that the data is already available on the authority's website or falls outside its jurisdiction. The notification includes:

  • Clarification of the website or lack of jurisdiction.
  • Right to appeal and how to exercise this right.

3. Response Waiting Mechanism

If the request is accepted, it will be reviewed to assess the possibility of providing the requested information through:

  • Verification of the identity of individuals before granting access to the information.
  • Verification of the legitimacy of the purpose of the request.
  • Verification of data classification based on the classification policy.

4. Response Review Mechanism

The request is forwarded to relevant agencies/departments based on the type of request to ensure consistency with the submitted data.

5. Appeal Mechanism

If the individual wishes to appeal a rejection or extension, they can submit a written or electronic notice of appeal to the Data Management Office at the authority via email at [email protected] within a period not exceeding 10 business days from the date of receiving the decision.
