Introduction

In line with the Saudi Water Authority’s commitment to promoting digital inclusivity and ensuring that all members of society can access its digital services, the Authority has adopted accessibility standards for its electronic services. The Authority is committed to providing digital platforms that enable users, including senior citizens and persons with disabilities, to access its services easily and conveniently, in compliance with applicable local and international standards and regulations.

Policy Objective

  • Ensure accessibility to all the Authority’s digital platforms and services for all users.
  • Use appropriate technologies to provide access for persons with disabilities and senior citizens.
  • Comply with local regulations and international best practices, such as the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA.

Scope

  • All external digital platforms and services of the Saudi Water Authority.
  • All users of the digital platforms and services:
    • Individuals (citizens and residents).
    • Business sector.
    • Employees.

An AI-powered virtual assistant designed to interact with users and respond automatically to their inquiries.

The Accessibility Policy for Digital Platforms and Services is based on the following principles:

  • Perceivability: Ensure that all content and interface elements are presented in a way that all users can perceive.
  • Usability: Design interfaces to be user-friendly and compatible with assistive tools.
  • Comprehensibility: Ensure that content and interfaces are clear and easy to understand, regardless of users’ cognitive abilities.
  • Flexibility: Support access through various technologies and assistive tools without disruption.
  • Sustainability: Ensure that digital content remains accessible even when updated or modified.
  • Section Two: Accessibility Standards

The Saudi Water Authority commits to the following standards:

  • WCAG Compliance: All digital services must comply with WCAG 2.1 guidelines at level AA to ensure accessibility for all, including senior citizens and persons with disabilities.
  • Assistive Tool Compatibility: Platforms must support a wide range of assistive technologies, such as screen readers and magnification tools, to facilitate interaction for users with disabilities and senior citizens.
  • Structured Layout: Platforms must have a clear and well-organized structure to ensure smooth navigation between pages and screens.
  • Interactive Chatbot: Platforms must include an AI-powered chatbot to respond to users’ service-related inquiries.
  • Language Accessibility: Platforms must be available in both Arabic and English to ensure accessibility for all user groups.
  • Section Three: Used Technologies

The following technologies must be implemented to support accessibility:

  • Text Alternatives: Provide alternative text for all non-text content to help users with disabilities understand published content.
  • High Contrast: Ensure a contrast ratio of at least 7:1 for improved readability, especially for users with low vision.
  • Text Resizing: Allow users to resize text up to 200% without losing content or functionality.
  • Keyboard Navigation: Enable navigation using only the keyboard for users who cannot use a mouse.
  • Voice Input: Provide voice-based search and navigation options to support users who rely on voice commands.

Multi-Device Navigation :

  • Digital platforms must be compatible with various devices, including desktop computers, tablets, and mobile phones, ensuring consistent accessibility across all devices.

Implementation Responsibility

The Digitalization and Business Technology Sector is responsible for implementing this policy in collaboration with the relevant organizational units.

Review and Update

This policy shall be reviewed annually or as needed to ensure ongoing compliance with accessibility standards and technological advancements.
