The Saudi Water Authority (SWA), in coordination with the Expenditure Efficiency and Projects Authority (EXPRO), announced the documented financial impact achieved from the transition from thermal technologies to reverse osmosis (RO) at the Shuaibah Phase 3 production complex, as part of efforts to enhance spending efficiency and strengthen the sustainability of the water sector.
In 2025, SWA approved the early decommissioning of the production system based on light Arabian crude oil, five years ahead of the planned 2030 phase-out, while ensuring the reliability of water supply and expanding production capacity through more efficient, environmentally friendly technologies.
SWA stated that this step has generated financial savings exceeding SAR 4.1 billion, which will be reinvested into innovative projects that support water resource sustainability and the advancement of modern technologies. It will also balance economic and environmental objectives by offsetting nearly 45 million tons of carbon dioxide emissions annually, saving more than 22 million barrels of light Arabian crude oil each year, accelerating the completion of the liquid fuel displacement initiative, and supporting the sector’s net-zero targets.
SWA affirmed that this strategic transition builds on its ongoing efforts to cut carbon emissions and move from thermal to reverse osmosis technologies, underscoring the Kingdom’s water sector commitment to advancing the goals of Saudi Vision 2030 and moving toward a more efficient and sustainable future.
