SWA Board Holds Its Fifth Meeting Chaired by Minister of Environment, Water and Agriculture

The Board of Directors of the Saudi Water Authority (SWA) held its fifth meeting, chaired by H.E. Eng. Abdulrahman bin Abdulmohsen Al-Fadley, Minister of Environment, Water and Agriculture, and attended by H.E. Eng. Abdullah bin Ibrahim Al-Abdulkarim, President of SWA, along with members of the Board.

During the meeting, the Board reviewed the most notable achievements across the national water system during 2025, covering the full value chain, from production, transmission, and strategic storage to treatment and reuse.

The Board noted the improvement in available production capacity, which exceeded 16.1 million cubic meters, driven by the commissioning of new projects and the enhancement of existing capacities. It also reviewed improvements in operational and financial efficiency achieved through reduced operating costs and improved electricity consumption efficiency across water production systems for both the public and private sectors, as well as water transmission systems.

The Board also discussed the improvement in non-revenue water levels during 2025, resulting from initiatives aimed at reducing water losses. Key among these were the corrective grace period initiative and the phased rollout of regulatory requirements for non-network water service activities and filling stations to obtain licenses within the designated corrective period. These measures contributed to higher compliance levels and improved service quality.

In addition, the Board reviewed the outcomes of the sewerage service easement initiative, which delivered services to more than 138,000 beneficiaries (residential, commercial, and governmental) during the corrective grace period. The meeting also addressed targets related to enhancing customer experience in the water sector and improving beneficiary satisfaction levels.

The Board further reviewed key sectoral regulatory achievements, including the Service Delivery Guide and the updates introduced to it, efforts related to oversight and compliance for licensees and beneficiaries, project portfolio indicators and key figures, as well as achievements in risk management, emergency management, and business continuity aimed at strengthening preparedness and readiness across the water sector. The Board further reviewed outcomes related to capacity building and innovation in the water sector, commended the success of the Innovation Driven Water Sustainability Conference held in Jeddah from 8 to 10 December, and reviewed preparedness for the 1447H Hajj season.

The meeting included a review of performance indicator results for 2025, targets for 2026, and achievements related to financial performance and human capital.

The Board concluded the meeting by emphasizing the importance of continuing efforts to enhance the efficiency of the water system across all operational and regulatory levels, ensuring effective implementation of approved initiatives, advancing strategic objectives, strengthening institutional performance, improving service quality for beneficiaries, and safeguarding the sustainability of water resources.
