The “Alma” waterfront district in Jeddah has become the first beneficiary of the Saudi Water Authority’s regulations for providing water and wastewater services to planned developments and urban projects. The regulations, issued by the Saudi Water Authority in partnership with the National Water Company (NWC), establish an integrated framework for completing water and wastewater services before construction permits and development approvals are finalized.
Under the agreement, the project developer is required to construct and install a centralized wastewater treatment plant, reuse treated water, complete the connection to the main transmission networks, and utilize advanced infrastructure and innovative solutions.
This model represents an innovative approach to improving water services and supporting the real estate sector. It aligns with future infrastructure development plans across various regions and reflects the adoption of modern solutions and innovative technologies to improve the efficiency of water resources management, reduce environmental impact, and enhance quality of life.

The agreement was signed under the patronage of His Royal Highness Prince Saud bin Mishaal bin Abdulaziz, Deputy Governor of Jeddah, in the presence of H.E. Eng. Abdullah bin Ibrahim Al Abdulkarim, President of the Saudi Water Authority, and Dr. Fouad bin Ahmed Al Sheikh Mubarak, Chief Executive Officer of Alma Water Company. The agreement represents the culmination of joint efforts between the Ministry of Municipalities and Housing, the Saudi Water Authority, and the Jeddah Municipality to implement the regulations for urban development projects.
The “Alma” project, located adjacent to Salman Bay, relies on advanced infrastructure and innovative solutions for water treatment and reuse.
