For First Time in Water Desalination: Reengineering Processes Drive Operational Leaps Beyond Targets

Under the patronage of His Excellency the Minister of Environment, Water and Agriculture, Eng. Abdulrahman bin Abdulmohsen AlFadley, and in the presence of His Excellency the President of the Saudi Water Authority, Eng. Abdullah bin Ibrahim Al-Abdulkareem, the Saudi Water Authority (SWA) held a ceremony celebrating exceptional and unprecedented operational achievements across several of its flagship projects. These accomplishments highlight the Authority’s advanced engineering capabilities, which have enabled the Kingdom’s water sector to attain regional and global leadership.

During the ceremony—which included the honoring of distinguished national engineers—the SWA showcased a series of record-breaking milestones and operational breakthroughs. These were driven by a rigorous scientific and engineering approach, grounded in the development of high-efficiency, sustainable operational models and pioneering advanced technological solutions.

The SWA has adopted a comprehensive strategy focused on enhancing its engineering capabilities, strengthening research and knowledge frameworks, building national expertise, and empowering Saudi contractors as effective partners in project execution, supporting their planning, implementation, and technical capacities.

Through leveraging research capabilities, the Authority developed innovative desalination solutions and, for the first time, reengineered key operational processes. It adopted advanced detailed engineering designs, value engineering applications, and environmentally friendly technologies that reduced emissions and energy use—delivering record-setting results and reinforcing the Kingdom’s global leadership.

Notably, several strategic capital projects exceeded their original targets. In the Shuqaiq-4 desalination plant, the engineering team raised output by over 13% beyond contractual capacity. At the Shuaiba-5 plant, capacity rose by 11%, while also setting a world record in energy efficiency at just 1.7 kWh per cubic meter. Meanwhile, the Al Khobar-2 plant achieved an 11% increase over its contractual design capacity.

The event also honored a select group of engineers and innovators whose efforts were instrumental in achieving these milestones—further affirming Saudi Arabia’s leadership in the global water sector. These achievements reflect the Authority’s strategic commitment to innovation, sustainability, and national capacity development in alignment with Saudi Vision 2030.
